I personally wear leggings all winter instead of tights! I wear them with boots, under dresses and long tunics. I just find it so much more comfortable than tights.

Here's what I think about it. Wear leggings to be comfortable and attractive and warm. Stick to black or grey for everyday use. Wear tighter leggings as tights under dresses or tunics to avoid sagging at the knees.
Wear thicker or patterned leggings under shorter tunics or sweaters.
Just don't wear them as pants with your butt hanging out UNLESS you are are 20 or you're going to the gym.
If you're going out somewhere fancy, wear tights. Footless tights with boots can be comfortable if you find tights as uncomfortable as I do! And buy up a size to be more comfortable.
I like a comfy loose waist, just not so loose that it rolls down, and I appreciate a nice blend of fabrics that includes some natural fiber so they aren't itchy.
You can also wear them to yoga. I mean why not, right? Change your top and off you go.
